This is the result of two years of investigation.
During 2004 tens of thousands of famlies were suprised to find expensive 0909 967 **** premium rate numbers on their phone bills.

Here they are here. The service providers and numbers accounted for 20% of all dialer fraud complaints in 2004.

The above fraud was conducted on a truely industrial scale, I believe this thread will show that Icstis attempted to mislead the media and victims as to the serious nature and scale of the fraud.

Did Icstis protect the fraud by misleading the media as to the high level of complaints they were recieving for each "service providers" ?

How many numbers were Premium Media and Quizir sl operating. How many were on the Icstis web site has being under "investigation".

The BBC claimed they were all using the same technology. Assuming the dialler software was equally successful at catching victims and generating complaints.
In May 2004 alone Icstis would have recieved approximately 7,500 complaints for PMC and a staggering 25,000 for Quizir.
but if 300 customers are saying the same thing about one company, then we can't ignore it

Hi Crayon,

Good to see you as a new member here.

Sorry to learn that you seem to have been defrauded by these scamsters. As you rightly report, ICSTIS seem to always ask victims not to expose any fraudulent company, and it seems that this is principally to allow the company concerned to continue making money whilst the sun shines. There can be no other explanation. If they were acting as a proper regulator they would immediately take action against the perpetrators, shut them down and get the victim's money back. The fundamental reason they take no effective action is that they are funded by the telecommunications providers, and therefore clearly have a vested interest in taking no action which would damage the revenue streams of their owners.

The issue is: did the victim agree to accept these Premium costs or not. That is basic UK contract law, an invitation to treat and acceptance; and of course the answer in the case of a complainant is clearly - NO!!

Then of course Ofcom sit by and watch it all happening, and they do not want to do anything, because if they took the proper action as regulators, their buddies would lose a lot of their illicit revenue!

The one word which essentially covers all of the inaction against these frauds is "CORRUPTION". None of those with their snout in the trough want any change!

Thanks for the warm welcome dorf. I'm sorry for the long rambling nature of my posts but I believe it is important for anybody who considers fighting against these crooks to realise the true organised nature and scale of these frauds.

Here's the organised fraud that targeted me.

Billing platform BT: considering the scale of the fraud did they suspect or have reason to suspect the bills were the result of crime.

Reglators Ofcom and DTI: What part did they really play. Were they working in the interest of the public or the industry.

Police : who instructed them on a national level to refer all dialler related complaints to Icstis. That could have only come through the Home Office.

Icstis: Nothing more than public relations and whipping boy for Ofcom.

Telecom One: The UK company that supplied 3,500 of their revenue sharing numbers to their "official Spanish service provider".

Spanish Companies: There were three companies that in partnership set up a number of service providers in Majorca and one in Jersey.

Huh i am much shock to see that type of fraud ...Well in my knowlege software program is downloaded without your awareness from an Internet site to your computer. Such a dialer is designed to disconnect your current Internet connection and dial out to a different, reprogrammed number. Often the numbers dialed from your computer are expensive long distance, international, or 900 numbers.
